Pakistani workers travelling abroad for employment are legally required to follow the Emigration Ordinance 1979 and the rules set by the Bureau of Emigration & Overseas Employment (BEOE). This system ensures that every worker receives proper legal protection, documentation, and safeguards against exploitation while securing overseas employment.
Two Official Pathways for Overseas Employment
There are only two legal methods to obtain overseas employment from Pakistan:
1️⃣ Direct Employment (Direct Visa)
2️⃣ Overseas Employment Promoter (OEP) / Licensed Recruitment Agency
Both pathways ensure that the worker remains documented, insured, and protected under Pakistan’s labour emigration laws.
Mandatory Documents for Direct Employment
According to BEOE rules, a worker holding a direct visa must submit:
- Online registration form
- Valid visa of the host country
- Passport (minimum 6-month validity)
- CNIC
- Offer letter or signed employment contract
- Protector fee receipt
